This submission takes as a given that consumer and community engagement is important and that it is key in improving the quality of services and the care, treatment, support and policy outcomes for consumers. The main part of the submission addresses the question of what needs to be in place for engagement to work effectively using the mental health and housing sectors as examples. These examples demonstrate the necessity to build capacity and to create an infrastructure and environment which will allow engagement mechanisms to flourish.
